This 1/4 tank rule only applies for dropping in a dual pump setup (03 or 04 Cobra) into a 99-04 GT fuel tank.

The 03/04 cobra fuel hat is not enclosed in a fuel pump "bucket" (like the 99-04 GT fuel pumps do) and relies on baffles within the 03/04 cobra tank to continuously keep fuel around the pumps.

In other words, if you are using 03/04 Cobra pumps in your GT tank you cannot go WOT with about 1/4 tank of fuel or less because all the fuel will be slammed to the back of the tank and create a dangerous lean situation. You could also do what I did and build your own baffle to install in your GT tank.

Bottom line if you are dropping vortech's pump in your existing GT fuel bucket I don't think there is anything preventing you from running less than 1/4 tank.

Regardless of all this I always keep my tank above 1/4 full anyway. With a blower it seems like a good idea to always have the pump(s) submerged in fuel to keep them cool.

i haven't had any problems but never really go WOT with a 1/4 tank or less to much money invested to truely find out. Driving normally you will be fine as I have not had any problems.
