Car will start, but won't stay on
 
So I don't have a problem with my starter, it will fire my car right up. This is where I first started noticing the problem over the summer:

I would start my car right after it RAINED (and ONLY in wet conditions would I have this issue), and it would start... but i'd have no power steering until I turned my wheel back and forth back and forth back and forth and then from underneath the hood, my belt would chirp like birds on a Sunday morning and then I'd have power steering.

Now the problem is that it's cold out, and I have started my car at least a few times and every time I have to feather the rpms as my lights flicker and go dim, radio turns off, and my battery drops slowly till it's just hanging by a thread. As I feather the RPMs after about 45 seconds or so, the lights will all come on and my battery will charge right up and everything is fine.

Any ideas as to what's causing this issue?
Worn serpentine belt?
Messed up pulley?

I already tried putting purple ice in the coolant, so that isn't the problem.
