First, I don't think his mods would produce anywhere close to 268rwhp on a 2V motor.
Second, torque is a function of HP and RPM, so if you make HP a little lower in the RPM range you will make higher torque numbers (diesel trucks are a great example).
Third, 0-60 times are quite relevant. It is the 60' time plus the shift and second gear pull. This is probably a real good measure of street performance.
