What determines city MPG?

So basically when I get to 600rwhp/tq I should be getting better gas since I have more torque to move my gears?

WOW! Is OP trying to be difficult on this issue???
The fundamentals of fuel economy aren't very complicated... RULES #1 thru #10 are all the same: Keep your foot OUT OF IT if you want fuel mileage. NUF SAID!

Something that I have to add here is that idling significantly decreases your mpg. My family has...fire suit ready...a prius, and while sitting at a stop light or stop sign and the gas engine kicks on, the on-board computer that keeps track of mpg starts decreasing while sitting there idling, and thats on a prius. On our cars, its probably significantly more.

I understand that but my confusion is lying in the gear ratios right now. Torque helps to get a car moving right? (EX. Porsche vs stang comparision earlier.) Since having more torque doesn't require more fuel to use it (under normal conditions of course) shouldn't I see a gain at 600hp/tq since I now HAVE more torque to get my car moving?

It's also about RPM's the more you turn the more gas you burn.
If you have 2 600 HP power cars and Car 1 makes most of it's HP/TQ at around 3k RPM and car 2 makes it's HP/TQ at around 7K RPM's Car 1 will get better gas milage because it was able to get the car moving using less gas because it was turning less RPM's to get the car moving
