Default slop in wheel after exhaust/springs/cc plates

Today i picked up my car from my mechanic, i got mac longtubes, a bbk o/r H, MM cc plates, and tein s-tech springs installed.

When i first got the car out, the steering was hard as a rock on some turns so i took it back. My steering shaft was rubbing on my header so he slid some collar down so it wouldnt rub. Then when i left i have like a inch of play total side-to-side in my steering wheel. Is this because of sliding that collar down or something else? any help is appreciated.

I would drive cautiously to some other, more competent, mechanic and have it checked out...
