Yup,

You can do it with the belt still on, just don't let the pulley come off the shaft or the belt-tensioner will snap back somewhat viciously.

I have a plumber's strap wrench I've used for years, with the nylon webbed strap replace with a length of mutli-V belt--it gets used all the time for hanging on to pulleys...
