Ok, here is a much better quality video. In this video I have turned the engine off and it makes the noise either way. I am not using the brakes until the very end of the video.

Damn that didn't sound good. Where you in gear or in neutral? If in gear with clutch depressed which gear?
Almost sounded like a cop siren at first, then it just got louder and more annoying.
Take video take to mechanic and hopefully they figure it out.
