99 GT Keyless entry programming won't work
 

So I bought a 99 GT convertible in March and have found a few Gremlins. What seems to have been done by previous owners was the install of after market audio like subs and such. Someone then ripped them out and left a lot of wires and such. I don't have any factory keys so I bought new key fobs and tried to program them.
The first issue is that the system won't go into programming mode. I follow the instructions and turn the key on and off 8 time but the doors don't lock and unlock.

Anyone have any idea of where I could start to fix this??
