Yes. Your tire + wheel has a smaller diameter so you tach higher at the same speed. Details:

2005+ Mustang RPMs in Gear 5 of a Manual Transmission (0.68)
Wheel=18 Section=285 Ratio=40 Diameter=26.98 Revs per mile=748 -----------------------------

Axle MPH=55 MPH=60 MPH=65 MPH=70 MPH=75 MPH=80 MPH=85

Here's a spreadsheet that does all the conversions. Download it and change it from a .txt to .xls.
Then we can leave poor John alone.
