Default slow RPM drop when shifting

Greetings.

I'm sure there are topics with answers regarding the slow RPM drop when shifting gears, but as we all know, the search engine is kaput. I have a 2007 GT with a Diablo tuner. I've heard that things such as the decay rate need to be adjusted but this can not be done with the hand held tuner. This includes if you rev your engine while parked in neutral, the RPMs come down very slowly. Throttle is not closing 100%. How annoying! PS: Ihave a 5 speed.

Anyone have any hint of an idea?
Thanks a lot!!

This is done for emissions. A sudden closure of the throttle causes a puff of smog. But a gradual closure doesn't. So.....
