Default Ignition hesitates in snow

When it snows, I'll be driving down the highway at about 40 mph. Suddenly the engine will stutter, like the ignition is shorting out. This will happen a couple times every minute for a few seconds each time. I get where I'm going, park the car and turn it off. Later it will start up and run smooth, unless it's still snowing. This has happened the last 3 times it snowed, but only when it snows. On sunny days it's smooth. WTF? Any info would be greatly appreciated.

I forgot: when this happens, a little yellow wrench light comes on the speedometer. Later when it's running smooth again, the wrench light is gone.

Does the light blink with a 1 sec freq?

Do you have access to someone with a Ford IDS or take the car to the dealership so they could check for DTC's with freezed frames that could guide you up?

The TCS won't light the wrench, that is another light.
