Unfortunately, I think there are two rather different definitions of "best". There's "DOT" SS brake hose, and then there's competition hose. There may be some sort of DOT requirement that hose meeting their standards be used in cars operated on public roads, even though competition hose may be better with respect to some things.

I think mostly you get SS hose for improved brake "feel".
