400rwhp is the highest people have been able to squeeze out with everything that can be done, including heads. (And I don't trust mags) Maybe someday someone will figure out a way to squeeze out a few more but no way will they ever get 500rwhp n/a from these engines.. S/C is going to be cheaper... but if you do all the work yourself and get good deals the N/A parts will be close to the price of a whipple.. but you'll still have more HP with the whipple

I know multiple examples of people that have 465-500 HP at the crank or ~425 RWHP In any case that's the most your stock transmission can take. To achieve that the cheapest route I'm aware of out of a dozen possibilities is:

electric water pump
UDP
delete plates
lontube headers
x-pipe
cat delete
SLP loudmouths
Techco Throtle Body
Stage 2 XFI Comp Cams.
Aluminium driveshaft

Royal purple diff, transmission & engine oil
500 hp on a conservative estimate is what you'd get with that, i've seen more done with less.
you can't achieve what you want but you can get close.
500 RWHP is completely impossible in street trim, but also if you add water injection you could squeeze out more horses still.

In the grand scheme of things you would spend a ton of money to build a full race normally aspirated 4.6 motor. To get 500rwhp that motor would need to produce close to 600bhp at the crank. It could probably be done with nitrous. Then ya gotta keep filling those bottles all the time and the power is either full on or off. However, forced induction will get you much closer with less hassle and expense. There are several guys running turbos that can produce that kind of power on a stock motor. Not being a fan of turbo lag I'm not running one myself. My KB stage two is putting down about 470rwhp at high altitude which is plenty on pump gas. The driveability is incredible!
