The EGR valve should be a canister looking thing with a tube running from one side of the exhaust manifold to the intake manifold. the EGR recycles spent hot air in to the intake on starts to try to heat the cylinders to operating temperature, it then closes the valve. I would start by looking at the exhaust manifolds.

Starting with the 3V motor Ford saw fit to do away with this system. Reasons as stated by Ford were do to Fed. standard FED-11M45TY221 requiring "all" motors producing 300hp or more to be more eco. blended ie. E85, bio-D or Elo-555. Botom line was the goverment wanted to be assured that future cars run on a more "fair" minded fuel as the overseas manufactures.
