Question Question about BBK Long tube headers and catted X pipe

Ok....
I am wondering...

I live in Texas and we HAVE to have cats.
I am getting BBK LT headers and a BBK mid pipe with high flow cats.
Will my tune from the shop need to turn the 02 sensors off?

I don't see why it would have to turn them OFF with cats.
This makes no sense to me.

Why would I get get po420, po430 CEL lights for cat effiency?
I don't understand that.... why are the cats even there in the first place if they are gonna throw a code because they don't work right?

Also...won't turning off the sensors make it so I can't pass inspection?

Help?

In Maryland you can pass emissions with the rears turned off right now. The state runs the emission stations here. I have noticed that a few of the states that have private shops test emissions seem to be the ones that fail you for not having the rears turned on. I think the best thing to do is to ask someone from your state on any of the forums or go to a weekend meet and ask what you can get away with.
