Make sure the car goes through the idle learning process, too. This means start the car from a cold start and let it sit for a good 10 minutes without touching the throttle. Turn the a/c on and let it sit for another 2 minutes without touching the throttle.
If it's an auto, also put your foot on the brake and put it in "D" and hold it for another 2 minutes without moving.
Then drive the car for about 10 miles or so (not highway, but 10 miles of stop and go situations, stop signs, lights, etc.).
That will complete the idle learning process. If it still dips down or flares or surges, it's in the calibration.
