Default Problem with engine top speed

Is it normal for a 1993 LX 2.3 to stop speeding up at 3k rpm?

I noticed that the engine would not run any faster than that even though the tach red lines at like 4,5k or 5k

Is it shifting right at 3K or are you manually running it through the gears? If your engine wont rev past 3000rpm you definitely have something wrong. Your CEL on at all? Could be anything from a DIS going out, or a bad TPS, MAF, etc. I would play around with it a bit and try to see what it is doing exactly, check the codes both KOEO and KOER tests, and get back with us.

Is this while it is under load, or while free revving?

In my car I can free rev to the red line, but when I am driving and it is under load, it struggles to get past the 3k mark as well.

YES! do you have a code checker? Most people at the local autozone don't really know what they are doing when it comes to these cars. A simple KOEO test isn't that hard to do. Just make sure your engine is at operating temp when it gets checked. A KOER test may give you some other codes to help pinpoint the issue too. Just make sure you find someone who can make sure you do this right.

If you plan on sticking with the EEC-IV fuel injection system, you may want to just buy one of these...

Get the cable for it too. It makes doing the KOER test a lot easier.

Zero makes a good point too. As much info you can tell us about the situation will make the problem much easier to diagnose.

Hope this helps!

Let me know if you find anything out as mine does the same thing. Wont rev above 3k while in gear and sometimes wont rev above 3k while in neutral either.
