My car is doing funny stuff. Fuel pump runs non stop when key is on car will not start unless I unplug pump. To get started I have to hold pedal to floor like flooded. When it starts it runs at 3000 rpm, but dies out if I try to accel any more. While running if I plug fuel pump in car dies and is flooded again. I replaced multi purpose relay and regulator and did not help. Any suggestions.

I idea maybe wrong. Check fuel regualtor on the rail. Prime the pump, engine off, pull the vac line off, is any gas in vac line if so, Replace it. Maurice
Edit reread you done tried regulator. You said relay I assume IRCM on passenger side inner fender. The only other idea is the return line is plugged or kinked. May want to look under car and see if either one of the 2 fuel lines is kinked or leaking. Mine was and it was a almost rust free car. Also had to repair the brake line for the same reason. So it is possible.

Does this car have a small 5 wire square fuel pump regulator along with the multi purpose regulator in it? If it does where is it? I looked on passenger side fender and under both seats. Not anywhere.
