Tach and Transmission issue

Tach and Transmission issue
I have a 1991 LX Convertible with a couple issues. The Tach likes to jump up and down from 3000 to almost 5000 rpms. It does not always follow with the transmission when doing this. The second issue is that the Transmission was overfilled (not by me) recently and it revs the engine high before shifting into 2nd gear. Once in second gear, it must be accelerated very slowly until 3rd gear or it will lose hydraulic pressure and slip.
I am obviously more worried about the transmission shifting and working correctly than the tach issue. Is their a way to vacuum out some of the overfilled fluid? OR, do I have to break the seal on the trans pan and drain it out that way?
Any help is appreciated.

Since no one else tried. On the tach. From what I read on net on the 8plug head engines fairly common. Either ignition module or one of the coil packs. How to test

If changing the ignition be sure to put heat conducting paste on it.
On the trans I am very little help. Should be able to get a hand pump from local hardware or autoparts. Just tell what you are trying to do. Whether this solves it or not I have no idea. Not a trans expert no means. Maurice
