Have you checked the inertia switch in the back of the car?

I had a similar problem with my 89 5.0 LX. I replaced the fuel pump relay and then the fuel pump without solving the problem. I then checked the EEC power relay (located in the passenger foot well behind the plastic panel in front of the door) and found a spider nest in the wiring harness connecting to the relay. After cleaning out the insect nest I have had no problems. You may not find a spider nest, but you want to look for moisture in this area which I have been told can result in no power to the fuel pump. Good luck.
