Default cruise control delete

i bought my car over 2 years ago, the cruise has never worked. so recently when i installed the manual choke i decided to just take out the cruise unit in the engine.

there were 2 separate vacuum line hoses attached to it, and i had no plugs handy, so i just took one hose off of the hub(..well, i dont know what its called....its where all the vacuum lines originate from/meet up at on the firewall on the drivers side), and made the second hose plug in where the first was.

started the car up, everythings normal, until i step on the brakes. it hissed. what it would sound like if somebody blew off some compressed air outside. i also noticed, when im pressing on the brakes, my rpms rise by 50 or so, a slight bump of the tach. it only does it when the car is on. i would assume that if i just plug the two connections, rather than loop them into each other, it would fix this¿ or is there possibly soemthing else that i didnt take into consideration¿

Mine does the exact same thing, even with the brakes...a lasting hiss until I let off the brake. Also, the cruise control doesn't work. Unfortunetly, my car came like that...
