I had the same problem with idle surge. I removed the bracket and
set it at 3 oclock worked fine. Iread in MMFF where John Urist said
run lean rotated towards fender & rich towards motor.

Well thanks to this forum I cured another problem. I tried what you were talking about and rotated or "clocked" my MAF to see if it could help with my surging issue while cruising. And it totally did. I rotated it to about the 2 oclock position, and my car runs nice and smooth while cruising down the road, unlike it used to feel like it was running out of gas. Has a little better throttle response also.

How would I know what 2 or 3 oclock is exactly? What would I be judging it off of? Also, Would I want it to run leaner or more rich?

This only applies to the new 3valve engines. Some shops that were installing aftermarket induction noticed that if you rotated the MAF it could affect the reading and eliminate the need for any reflash of the computer.

What ^^^ I dont thik thats true...it does eliminate the need to reflash....turning the maf just make it read different by making the engine see that the engine is getting more air than it really is, so then the computer then leans it or richens the mixture....I believe it applys to any car with a maf, but this method works good on fox's w/mods and helps it idle better and smoother. it also makes the car run slightly better.
