throttle sticks on cold start

throttle sticks on cold start
is this normal? dosnt really "stick" but usually the car starts off idling at about 1000 rpms and if i wait a couple mins it will go down to normal but when im in-patient (99% of the time 
) i give it a little rev to about 2k and alot of times it "sticks" at 2k and comes back down.
when i say stick i mean i take my foot off the gas and it stays rev'd
not for long just a second or two
is this the TPS sensor?
