If I were you, I would remove all shims and start that way, then you can put them where you need them as you adjust. I don't think normally the rockers vary much, but the is a chance.

i just got it back apart and the rockers are just **** they have grooves all over them so im going to replace them and then go from there

Uh, don't file parts to MAKE them fit. :-)
Any time you are messing with the valvetrain and using aftermarket parts, you get an adjustable pushrod. You adjust it to meet your specs (for each rocker) and then measure the rod. You will end up with 16 rod lengths. Take detailed/careful notes. Order those rods, install and recheck the specs.
You should probably call the manufacturer back if you bought a cam and spring setup wherein the spring shims WON'T fit. Those are there to do more than just set the tension properly. But even so, if they are made for another head they won't have the right tension for your car.
