no clue where base idle is set at..do you think the guy could have changed it a ton and thats why?I have no clue how to check or change it

Idle is way too low. That's part of the problem right there. There is an adjusting screw on the bottom of the throttle body, raise the idle to 8-900 rpms and see where that puts your tps voltage.
