No EGR gasket?

No EGR gasket?
Am I wrong in assuming that there should be a gasket between the EGR valve and intake manifold? I ask because my car does not have one. I removed the valve a couple of weeks ago to clean it, and noticed this. At the time, I didn't have a gasket, so I just put a little Perma-gasket on, and went on about my business. Then I forgot all about it until today. I sprayed carb cleaner all around those particular mating surfaces, but could not get any change in idle (even with the IAC unplugged). My question is: Could there be a vacuum leak there, even thought spraying carb cleaner produces no change in idle speed/quality? Obviously, I am going to install a gasket either way; I was just curious. Thanks.
