Default should i have it balanced?

the vic jr heads i have make power between 3-7k. the rpm II im getting is 15-6500. would i be better off having my motor balanced to get more rPMs from it. how much would it cost for someone to do it if its already together. would it be worth it?

ISSUE:
An engine vibration and/or "moaning" noise at 2600-3000 RPM may occur on some vehicles. This may be caused by an imbalance within the engine, flywheel and clutch.

ACTION:
Add a known mass value in the best location on the clutch to reduce the vibration and/or "moan." Refer to the following Service Procedure for details.

the reason why that TSB happened is because of an imbalance... an imperfection... we had to balance the engine so that it would go away... engines are normally balanced... if they weren't the frequency and the amplitude of the engine would be off the charts, no matter what isolators we used.

AHHHHH... that my friend would be a pain in the ***... never heard of it so I couldn't comment about making an external balance into an internal balance... I'll ask on monday if you want me to.
