Heres a clip of an article i read about SN95.

Further complicating the EEC issue was a new little innovation called the "CCRM", which stands for Constant Control Relay Module. Rather than having individual, easily replaceable relays such as a Fox body vehicle, the SN95 cars are equipped with a small black box, mounted to the radiator overflow bottle. This box is a sealed unserviceable unit, meaning if one relay fails, the entire box must be replaced. The CCRM controls things like the fuel pump and electric fan, and can cause a wide range of problems in the event of a failure. If you think this sounds like a costly issue, you are correct. Average cost to replace the CCRM is $249.50, and this doesn't include the labor. The days of picking up a $6 relay at your friendly neighborhood parts store are history.

That may be your problem, hope it helps. Good luck

The sending unit that controls the fan in the '94-'95 Mustangs, is the Engine Coolant Temp. (ECT) sensor through the ECM to activate the fan relays in the CCRM module....having that 160° t-stat installed is not a good choice, a 180° is a better choice.....SN95's fan control turn the radiator fan on @~205°F and off @~185°F low speed, and high speed @230°F....if the heating cycle to bring the temp to 205° takes longer (160° t-stat installed), the fan will stay off most of the time. Do you have overheating problems?.....temp indicator readings too high?....
