Cruise Control Vacuum Lines

Cruise Control Vacuum Lines
While I've got the fender off, i decided id try to fix my cruise control too. is there supposed to be a line coming off the unit that has no end? it just runs along the frame towards the front of the car, and has an open end. is this a problem?
