the torque arm replaces the upper control arms for pinion movement I believe. The panhard bar controls side to side. both of those job are usually up to the upper control arms, at least like 90% anyways. so yes you need both

Another thing is if you call their TECH line, they are very helpful and can tell you what you will need for the type of driving you want to do with your car. With me they actually just recommended better uppers and lowers, that panhard bar and the Eibach pro system plus kit. so far I have every thing except the panhard bar
