Default adjusting the headlights

so my friend who picked up the 6 piece smoked headlight kit last week is curious how adjust them. i know i've heard people talk about "shimming" them, and does that mean just basically going to the hardware store and getting some washer to move them the direction you need them to go ... or are there specific shims for them. he says he took off the factory lights ... pulled the hardware off of them that he needed, and bolted the new ones in place ... problem is that the new ones are hitting about 20-30 feet in front of his car and he doesn't have much light straight ahead ...

thanks for the help.

there is a black bracket that mounts to the back of the head light and in turn mounts to the car.
it has "adjusting" screws that you turn to move headlight aim.
