Yes that is what it means.
If in fact the "C.F." means Correction Factor it is referring to the "adjustments" the dyno software makes relative to the atmospheric conditons.
I'd want to know the test conditions that made such a high C.F. necessary. I'd expect a shop like that to have a dyno cell that minimized the C.F. Not maximized it.
