He was NA and set it wrong in a hurry, he has much better performance now that its down around 34*

Dollar for dollar tires are your best handling upgrade. But the thing is for GOOD tires you WILL spend a pretty penny. As for the track get some old crap rims and throw some slicks on there and be done with it.
