Sticking Idle

My idle keeps on sticking at 2000-2500 rpms. the throttle cable is new, the tb is new and polished, the iac is cleaned and the motor as been replaced. I just put on a new throttle position sensor and im reseting the computer now I hope this will fix it. What else could be doing this to my car
