Fuel Pump Acting Up

Well on my 95 Cobra I have a problem, a small one. Some times it will just spin over acting like it has no gas. Its getting plenty of fire. But I can turn the key off and on several times, getting the fuel pump to get more gas up and it will start and run like a champ. Is this the actually fuel pump, valve or possibly a filter?

check the fuel psi it shoud have 40 when turning key on

Alright, exactly how do I test my Fuel pressure? I'm clueless as to fuel system.
