Its under the dash, close to the steering column on most vehicles - maybe even on the fuse block. If you can get your signals to work or your hazards then just turn them on and follow the "clicking" sound. You may have 2 flashers - 1 for signals and 1 for hazards.

YOU'RE ALL WRONG!!!!
The flasher in the fuse box is for the 4-way flashers.
The turn signal flasher is located up under the dash, kind of behind the fan control **** for the heater. Best way to get to it is to come in from the passenger side. You'll have to reach under the dash above the tranny hump. You will find it up in there. And get this, the damn thing will be press-fitted into a dash bracket. You will have to really put some effort into pulling that son-of-a-bitching thing out. It looks like a normal flasher, except it has a plastic housing rather than a metal housing.
Another way to find it, is turn the key to "on", and turn on the turn signal. Then listen to where the f***ing thing is.
Why the idiots at Ford put it where they did, and why they mounted it as a press fit is beyond me. It was one of those days when I wish I knew a Ford engineer, and he was standing there. He would have gone home with his eyes blinking at a rapid rate, cuz the flasher would have been up his ***. [:@]
