And you are loosening the screws to twist the tps?

Are you sure the TB blade is engaging the tps correctly?

Check if the TPS voltage drops after disconnecting the EVP sensor on the EGR valve....and make sure the TB blade is fully closed.

The throttle body blade is closing however appears to be hitting the walls of the throttle body to soon. I have cleaned the throttle body but its still the same. It is closing though. Could the throttle blade be damaged?

I am not sure what you would learn from that. Can you explain?

The only other thing I can think of is a bad ground or Vref.
I am not sure how you would check these though.

I dont understand your question. I cleaned out the throttle body in case there was some debree blocking the throttle blade from closing all the way creating higher tps voltage. I will more than likely be ordering a new throttle body or borrowing a friends to test if mine is bad.
