I do believe having cats is a federal law, which is why ALL new cars come w/ them. Not every state or county requires emissions testing which is why some people can get away w/ it and say it doesn't matter. The difference w/ and w/o cats is 5rwhp or less, so go w/ whatever you can for your area. Mufflers and headers will not cause any problems in most cases, just your choice in mid-pipe.

I believe the cats are federal requirement but the way of testing for them varies, some areas are visual and others are sniffer test.
