Default Electrical Problems

Anyone know if i can just take my car to a regular auto show if i have electrical problems or do i need to find an auto Electrical specialty shop?

What it is is my fuse box i think. The previous owner had wires going in to it for god knows what and there are parts melted and stuff. My turn signals don't work, reverse light don't work, and my battery drains when car is off. I think it might be the alarm.
