Default Lack of power in my 94 GTO

What can I do to solve this problem: If I press the acelerator slowly, the engine can go to high RPM and good speed. But if I want to pass a car and try to speed it up quickly the engine run rough and never goes more than 3000 RPM. When this happen if I re-start doing the aceleration slowly the car goes back to normal and gain speed little by little. I already changed filters, replaced the throttle sensor, did the tune up, but nothing looks to work. please any other idea? thank you
