Default fuel pump trouble

i installed a new walbro fuel pump and bbk regulator, now i installed it with the extra brace for the filler neck but the neck is in there real good and i use lithium grease to help seal it, anyways my engine keeps going on and off for am inute n back off, car is running fine, wierd thing is when i try to loosen the top nut on the regulator it wont put out more than 30 psi, which is the lowest for stock and 40 with the vaccuum hose off, aso is the regulator messed up? cuz i heard bbks arent that great, and what you think the engine light is its obd1 and so it never wants to read right whe ni try, im thinking either regulator is messed up and is running too rich fouling the o2 sensors, but the pressure always reads correct at 30 so maybe its only cuz i got stock injectors that it wont go any higher, or u think its prolli an e vap code from the filler neck brace? im gun try n get my dads friend to run a snap on tester on it for me, but who knows when that will be, so ne advice id appreciate big time

Your not trying to loosen the Regulator with a allen are you? Just suggestion, because there's a nut that keeps the regulator properly adjusted, when you loosen that nut you can adjust fuel pressure as you please when your allen wrench. Then you just tighten down the nut again and your good to go.

No I haven't had the engine light come on when I put it either of those on.

So you have a gauge in the engine compartment right, either shrader or on the regulator itself? Mines on the regulator. While its running I loosen the nut, take off the vacuum port, take my allen and adjust it either way, and I can see the needle moving as I'm doing it, when I get to the right pressure I tighten the nut, check the pressure to make sure theres no movement, and replace the vacuum and I'm done.
