You may have done this already, but I feel I should ask...
Are you getting any other codes? I am assuming you get a code for the tps?
What happens if you adjust the idle up? Does the new idle voltage stay at .46v? Or increase when the TB opens?
Do you get a smooth linear sweap in voltage when you manually open the TB?
I assume you have tried loosening the tps screws to fine tune the voltage? What range of voltage do you get out of it?
Again, it sounds like you have been through a bit in trying to diagnose it, but I would hate to see you shell out the $green$ for a TB, and not have it fix your problem.

So just get a new TPS, if you have bored out the holes and tried turning it clockwise and it won't read above .46 volts than something is ****ed up with it. And if you need a new TB don't get the cheap ones, you'll regret it, get another BBK. The PP TB's like to stick, I wouldn't mess around with one.

Get an accufab, they're not THAT much more than a BBK (once you factor in purchasing a new spacer too) and i've never heard anything bad about them... but then again, i'm a brandwhore too [8D]
