Surging?!!!

Surging?!!!
Lately my stang has been surging ever so slightly if I'm at a steady speed. For example lets say I'm going 45 for 15 20 seconds, the engine will surge a couple of times. Its not so exaggerated that you would notice it right away, but after a while you can definitely tell. I am pretty certain it has to do with my fuel pressure reg, or stock fuel pump. If I am not getting costant pressure in my fuel line would it surge?
If my fuel pump is not adequate would the regulator have tough time keep constant pressure. Currently I have a an edelbrock performer II installed, with a nice free flowing exaust (headers, mufflers, etc..), but thats basically it. Can the stock pump provide enough fuel with the performer in?
I am thinking on getting some nice heads and cam this winter (in preparation for the spring). Lets say I do all that, should I upgrade to 24LB injectors?
I no I've asked a bunch of different questions, but If anyone has any suggestions, would appreciate it.
