Default Could I have a misfire even though check engine light is off?

Is it possible to have a misfire even though my check engine light doesn't illuminate? When ever I'm at WOT the car sounds like I'm hauling @ss, but it's not really going anywhere. I didn't have this problem before my buddy changed the water pump while I was out of town. He said he moved some of the wires around, but put them back in order. Also, when I checked the timing this morning the whiteout mark on the damper was jumping back and forth between 12 - 14 degrees. What does that mean? The last time I checked it (a few weeks ago) it was dead on 14 degrees and didn't jump around. Any ideas?

First thing I would check is the firing order, make sure he got the wires on right and their tight.
