my car has a little rust on the passenger door side above the handel what grit sandpaper should i be using

first wash then wipe it down with wax and grease remover, then sand with 80 grit paper till its nice and shiny spray, wipe down with the wax and grease remover again spray it with acid etch primer then sandable primer let dry wet sand with some 320 top coat with paint

I believe wet sanding is only used to take the imperfections out of a already painted surface and not to remove rust.
