I have to agree on calling BS. You have a fifty fifty shot, he is either really pushing that much, and you will have a tough time with him, or his is full of it, and you will smoke him. I say he is bluffing. Like others have said, dont bet any money, and take him to the track.

b20's suck under boost.
B18c5 would be the only Honda motor remotely capable of that much boost.
I highly doubt he is running that much boost, most Honda powerplants only benefit from 25 psi or so, and I'd say he is running at max 15.
He's just worried about losing and is trying to BS you out of racing.
Try and get a detailed descrption of what he;s got, and I can tell you what he should be running.
But race him just for fun. See what happens.
