Gears and tires is pretty much all you listed. You MIGHT hit high 13s with that. There is a ton of good information on these forums about free mods you can do to your car to get the 1/4 mile time down. I bet you can hit your goal with the mods you listed plus about 6 hours worth of hard work doing the free mods.

I don't own a mustang so I might be wrong but I have seen a ton of very near stock 5.0s run in the mid to low 13's.

ok, let me be more clear... here the list of things i plan to do, what else do i need, if anything to run mid-high 13s?
short throw(only thing i already have)
31 spline axles
3.55 gears
new tremec trans(t5 prob)$$))
exhaust(atleast hpipe and cat back, hopefully headers aswell)
MT et streets(235/60/15)
steeda hardcore rear suspension kit
and this shock/strut/spring kit.

as for the diet comment... i have no intention to start gutting the car, its my DD. and who wants to drive a car around everyday that doesnt have a damn interior lol. <seems kinda ricerish, nowif it were a track only car thatd be a diff story

well, not ricey style, but when you goto the track take your back seat, passenger seat and spare tire and jack, only have 1/3-1/2 tank of gas. that should help some

Build the rear suspension, upper/lower control arms, 3.73 gears, leave the stock axles for now, the 28's can handle a 13 sec car, just dont launch at 4grand, put some 4 cyl fornt shocks in the front, get some drag shocks for the rear, pull the quad shocks or flip them over and stuff some fat DR's back there. But starting with a top end kit and full exhaust would be the best way to get there in my opinion! Good Luck

For reference, this is what I had whenI went low-mid 8.7s in the 1/8, which is 13.6-13.8 in the 1/4.
70mm tb
75mm maf
moroso cai
pullies
full exhaust
B&M Ripper shifter
KC clutch
aluminum driveshaft
B cam
Stock T5
Stock control arms
Stock axles
3.08 gears
Uniroyal street tires
Full weight (only thing removed was front sway bar - jack, spare, seats all remained with a full tank of gas)

As you can see it doesn't take much. I did it on street tires leaving off idle with a high 2.0 60'. With decent sticky tires and gears, it can be done very easily.

to add on that, if you take out the entire a/c system, take off the smog pump, and if you wanted to swap over to fiberglass pannels/hood, your prolly lookin at about 1-150 lbs off the car.
