Removing the fan.
I'm trying to remove my stock fan and I can't figure out whats holding this big metal hub on the fan shaft. Does anyone know how to do this? Heres a pic.
ok I figured out how to get the belt off. i took a string and measured the length of the new belt minus the smog pump pulley. But the problem with this is the belt wraps around the water pump, goes under the tensioner, wraps around the alternator and then goes under the tensioner again only to rub up against the portion of the belt already under there. How to solve this problem?

The fan hub should have 4 bolts holding it onto the water pump pulley. Just remove them and the fan should pull off easily.
When I remove my smog pump, I loosened the belt tensioner almost all the way and swung it in an arc to mark the mounting plate where it was attached. Then staying on this arc mark, I drilled another hole for the dowel pin in the tensioner to fit into. This moves the tensioner up so the belt doesn't rub on itself and worked fine for me. Just make sure you take your time locating where to drill the new hole so it lines up correctly with the pin in the tensioner. I think the hole is 1/4" but you need to check on this to be sure. Start with a smaller bit and gradually work up to the correct size and make sure to centerpunch the exact hole location before you start to drill the hole so the bit doesn't walk on you.

I didn't have to do anything special when I eliminated the smog pump on the 5.0 I had. Also, the pic you took was of the fan clutch, you need to remove the 4 bolts behind it on the waterpump pulley - like roundman said. You need to leave the belt on it so it will help hold the pulley still while you remove the fan bolts. IF your putting an electric fan on make sure its not a cheap weak one, or you will run hot sitting still.

Flex-i-lite also makes a good electric fan. Oops, Black Magic is a Flex-i-lite brand name. you can get one for $230 from www.homcombmotorsports.com. I would recommend you get a puller type and mount it on the engine side of the radiator. I have one myself and it comes with a thermostat to turn it on/off based on temperature which is adjustable and you can add a separate off/on switch too.
