I'm 99% sure that 5.0s dont have cam and/or crank sensors. Are you sure that your idle screw isn't turned in all the way? You sure that you're not getting any other codes other than 13? If it was a big vacuum leak you'd have lean codes (from the unmetered air) and high idle from the extra air that's coming in. But since you said that the motor was recently torn down, I'd vote for a vacuum leak.

yes the idle screw is set right(set the idle). i took it back apart today and put in a new intake gasket just in case, all lines good. im at a lose for this anyother ideas?? i will check more into the vacumm but i doubt it since it runs fine till i touch the gas

yea pcv is new, yea i also cleaned the pasage. im just not sure if the egr is messed up. b4 i did the repair the egr was plugged with rtv seallent (seemed like someone packed it in there pulled out like 1/2" of rtv out of the egr) but could something else cause the egr not to work right?
