There are small teeth on the second gear (and the others for that matter) that the 1/2 slider engages. It is my guess that they are torn up. They get that way because the syncros go bad and from speed shifting. You will need to have the trans rebuilt and the 1/2 slider and second gear replaced.
On my 91 gt I had this same problem when I purchased it. I did all the work my self with the parts costing $385. that includes the rebuild kit, 1/2 slider, 2nd gear, and a steel throwout bearing retainer.

There is a friction material on the syncros that falls apart over time. This friction material slows the gears from spinning when you push the clutch in. When the friction material goes bad the gears wont slow down and will grind when shifting or won't engage at all. When down shifting and rev the engine you are allowing the gear to catch up and then it will go in.
You could do the same thing with out the clutch with enough practice. But I don't recommend it unless your quadrant/cable broke and you need to get home.
